When you say it needs to be treated before gluing, how should I treat it?

thanks that design is 4 years old really,my friend that design it passed away about 2 summers ago,I hadn't seen doug in a while and drop in to see him,I came home with 27 new stickers,and a order for a CBG ,what you know,eh,but thanks again
