I use Audacity. You can do 4 tracks. Then mix them into one. Then add three to the one, and mix those into one........ and so on. http://audacity.sourceforge.net/
My windows Vista crashed the other day, so I changed to Ubuntu and it supplied a different converter. But this is the one I used before the crash and I had good luck with it:

Also, if you record tracks on a handheld recorder, and want to add them to Audacity so you can add more tracks, you'll need to convert them to MP3 before importing them to Audacity.
